§ 14-96. Restraint; running at large prohibited.

  • (a)

    No owner of a dog shall fail to keep any dog under restraint. A dog shall be deemed under restraint if:

    (1)

    It is under the control of the owner or other responsible person by means of a leash, cord, rope, strap, chain, or lead held by such owner or person, and securely fastened to the collar or harness attached to the dog; or

    (2)

    It is securely enclosed, confined, or restrained on premises where it lawfully may be located, so as to be unable to enter upon the public way or adjacent properties or to molest persons lawfully using the public way or adjacent properties.

    (b)

    It shall be prohibited to allow any animal to chase, run after, or jump at vehicles using the public right-of-way, or to permit any animal to damage or destroy the property of another. It shall also be unlawful for any person having charge or custody of any animals associated with a fair or circus permitted by the city to allow such animals to run at large in the city.
