§ 2-528. Persons affected; additional regulations.

(a)

The provisions of this article shall apply to:

(1)

All elected city officials;

(2)

All appointed city officials;

(3)

All members of the boards and commissions of the city who are appointed by the city council;

(4)

The city manager; and

(5)

Department heads and other employees, excluding patrol officers and firefighters, earning in excess of $55,000.00 per year.

(b)

In addition to the provisions of this article, the city manager is directed and authorized to promulgate rules, regulations, and forms relating to outside employment, conflict of interest, or other matters related to disclosure as he may deem necessary. Any such rules and regulations shall be reviewed and subject to adoption by the city council.
