§ 42-8. Hindering, obstructing, delaying persons using public ways.

  • Any person who shall willfully and unnecessarily hinder, obstruct or delay or who shall willfully and unnecessarily attempt to delay, hinder or obstruct any other person in lawfully walking upon or traveling along or upon any public sidewalk, street or other public way in this city shall be guilty of a misdemeanor.
