§ 58-28. Street naming and house numbering.

  • (a)

    Required. Street names and address assignments of all lots, buildings and structures in the city shall be assigned by the city engineer in accordance with this section.

    (b)

    Street name criteria. The city engineer shall review all proposed public and private street names so as to ensure conformance with the following criteria:

    (1)

    Phonetic similarities prohibited. Phonetic similarities with existing street names shall not be permitted.

    (2)

    Alphabetical order. Where possible, streets branching from collector streets should be arranged in alphabetical order.

    (3)

    Suffixes. The designation of all street name suffixes shall be standardized according to the following:

    a.

    Road: Arterials.

    b.

    Street: A collector or minor arterial street with more than six intersecting streets running primarily north and south.

    c.

    Avenue: A collector or minor arterial street with more than six intersecting streets running primarily east and west.

    d.

    Drive: A local or subcollector street with six or less intersecting streets running primarily north and south.

    e.

    Lane: A local or subcollector street with six or less intersecting streets running primarily east and west.

    f.

    Circle: A collector or local street having a U shape, both ends of which intersect with the same street.

    g.

    Place: A short local street having one or no intersecting streets, but not a cul-de-sac.

    h.

    Court: A cul-de-sac street.

    i.

    Boulevard: A street with a landscaped median strip, but not a major arterial.

    (c)

    Address assignment. For the purpose of numbering lots, buildings and structures, addresses shall be assigned on a grid system basis according to the following:

    (1)

    Baseline for streets running north and south. Generally the baseline for streets running north and south shall be the centerline of Liberty Drive and Liberty Drive extended from the east corporate limits of the city to the west corporate limits of the city, and numbers lying north and south of this line shall be designated north or south, as the case may be.

    (2)

    Baseline for streets running east and west. Generally the baseline for streets running east and west shall be the centerline of Main Street and Main Street extended from the south corporate limits of the city to the north corporate limits of the city, and numbers lying east or west of this line shall be designated east or west, as the case may be.

    (3)

    Address designation. Changes in the 100 designation series shall be made in accordance with the designated grid system and addresses within the block shall be assigned consecutively, except, depending on lot frontages, where further lot divisions are possible. Additionally, streets designated as Circle shall be numbered independently of the grid system.

    (4)

    Odd numbers to be on the north and east sides. Odd numbers for lots, buildings, and structures shall be on the north and east sides of streets.

    (5)

    Street name and address map. The city engineer shall keep a regularly updated street name and address map showing the proper street name and street number for all properties within the city limits.

    (6)

    Corner lot addresses. Corner lot addresses will be assigned and displayed according to the location of the main entrance of the building. This is provided that such a street is improved.

    (7)

    Address changes. Building owners or occupants may be permitted to change their street address only upon approval by the city engineer after written request and payment of a nonrefundable fee as established in appendix B to this Code to compensate the city for expenses incurred.

    (8)

    Premises identification. All premises identification shall comply with section 22-10.
